Yes. A sheer curtain track can sit in front of vertical blinds, you just need it to project far enough off the wall to clear them. Select extension brackets when you configure the track so the sheers hang freely in front.
Vertical blinds and their headrail sit out from the wall, so a standard wall-fix track would push your sheers into them. Extension brackets give the track extra projection (around 180mm) so the curtain falls cleanly in front.
Tip: If you can fix into the ceiling above the window, a top-fix (ceiling-mounted) track gives the sleekest finish and clears the blinds without extra brackets.
